Services for foreign companies
The Reliable Partner service (subject to an annual charge) provides the data of your company required by the Contractor’s Obligations and Liability Act in an electronic format, compiles a Reliable Partner report of the data and keeps the report up to date. You can access your Reliable Partner reports via the Company search (Report) free of charge after registering your Company Account.
Employee Management is a service for adding and managing your company’s employee data. You need employee data to order Valtti Cards, for instance. Register to a worksite is a service for registering your company to a worksite by using the Site Key provided by your client. Valtti Cards for your employees can be ordered via the Card Service. The Valtti Card is used for access control at the worksite and for identification of the employees working on the site. The Valtti Card enables electronic reading of an employee’s data, so that the data can also be used in other systems at the worksite.
Our services are based on the Contractor's Liability Act (Laki tilaajan selvitysvelvollisuudesta ja vastuusta ulkopuolista työvoimaa käytettäessä 22.12.2006/1233) and the Tax Procedure Act (Laki verotusmenettelystä 18.12.1995/1558) and the Occupational Safety Act (Työturvallisuuslaki 23.8.2002/738). We are not an authority, but we provide services designed in co-operation with the authorities. Our services are targeted at the construction industry, but the Reliable Partner report is also useful in other industries for checking the information of a company.
How to read the report?
The first page of the report contains basic information about the company, i.e. the company name and company number. In addition to this, the front page displays the main interpretation symbol for the company. The main interpretation, the symbol used to interpret the report, refers to whether the company has fulfilled its legal obligations. The main interpretation of the Reliable Partner report is influenced by the information provided by the company and by the information we obtain from our various data sources.
NOTE! The subscriber should check the entire content of the report.A check of the header interpretation symbol on the front page is not sufficient to verify the information required by law.
Interpretations of the Trusted Partner Report:

OK
Green square box, so OK. The company has fulfilled its obligations in this case and the information is correct. The text reads: "According to the information sources, the company has fulfilled its obligations under the law on private limited liability."
2.
Attention, no obligation
The blue box with the "i" sign, i.e. "Attention, no obligation" (informative). Status means that the items marked with a blue check mark inform the reader that the company is not, for example, part of a specific register or that the company has posted workers. The status informs, but does not take a position on whether the company has to be registered. The Finnish tax administration will always inform the company whether they are obliged to be part of Finnish registers. The A1 certificates entry reminds the reader to check work permits, A1 certificates and informs if the company has posted workers. The interpretation does not prevent the ordering of work.

Find out at
The yellow-red triangle, that is, survive. "Based on the sources of information, there is a need to clarify the subscriber liability information" and this information should be immediately corrected by the company.
4.
Missing information
A question mark on a grey background, i.e. missing information or information is expected from the data source. The company can correct them by providing us with the missing information.
5.
STOP
Red STOP sign: based on information sources, the subscriber liability information is not correct! The STOP symbol appears on the company's report if the person named on the company's extract from the Trade Register is banned from doing business, or if the company is dissolved, bankrupt or has ceased trading according to the SGI data.
Electronic key for worksites
According to the Occupational Safety and Health Act, people working on construction sites and shipyards must have an ID card with their name, photo, tax number and employer's details. Remember to apply for a Finnish personal identity number and tax number from the Tax Administration.
The Valtti card is a versatile ID card for construction sites. In addition to being an ID card, it can also be used for access control and to verify professional qualifications. It can be used in our partners' access control systems, and it can be used to easily obtain contractors' details electronically from the Worker Management Service. This will streamline the reporting of employee data to the tax authorities under the Construction Information Obligation.

How do I order Valtti cards?
Please note these before ordering:
- A Finnish tax number and personal identity code are required to order a Valtti card. For more detailed instructions on how to order a Valtti card, please click here.
- Your company is a member of the Reliable Partner service or you have filled in the Valtti card employment information form.
- Then create an account for your company to the customer portal if you do not already have one.
- Add your employees' details to Employee Management.
The users of the Employee Management and the Card service must verify their identity through digital authentication before they use the service for the first time.

A1 certificates

Various cards and qualifications are applied for via different authorities and course providers. You can ask the contractor to provide additional information before coming to Finland, such as what cards or training courses are required at the site.
